    The Maryland Judiciary's Office of Communications and Public Affairs is seeking an experienced Media Developer to join their team.


    Essential Functions:
    Develops and produces court-related video productions and multimedia projects for programs and educational purposes.  Authors computer applications for interactive training and testing.  Shoots and edits footage utilizing Canon Digital Cinema and Panasonic P2 cameras and Avid and Adobe editing software.  Provides professional group, portrait and event photography and audio/visual support for the Judiciary.  Conceptualizes and creates 2D and 3D motion graphics and visual effects for Judiciary projects utilizing After Effects and other multimedia software.  Provides computer-based DVD authoring for projects.  Sets up audiovisual equipment in support of various court-related agencies.  Utilizes professional media production equipment in designing, producing and printing posters and brochure graphics.  Provides graphics, photographs and designs concepts for the Judiciary’s web site.  Maintains video library records for the Media Department and other court-related agencies.  Converts existing media for judiciary programs and events into archived streaming web files utilizing specially designed computer systems and Windows Media producer software.  Videotapes judicial projects and programs for court-related agencies and television broadcast.  Performs all other duties as assigned.


    Education:   

    Bachelor’s degree in Communication Journalism, Multimedia or related field.

    Experience:   

    Level I – Two years of experience in the field of video, film production, and multimedia productions.

    Level II – Three years of experience in the field of video, film production, and multimedia productions.

    Preferred:

    Proficient in the use of the following software and hardware:  Adobe CS6 Production Suite, Avid editing systems, professional video and DSLR cameras and peripheral equipment.  Previous network or local television ENG/EFP experience highly desired.  Experience with Autodesk Maya and Avid ISIS a plus.

    Skills/Abilities:

    Knowledge of video, film and multimedia production and related software and hardware.  Skilled in the use of video, film and multimedia software and hardware.   Ability to develop pre-production strategies, direct cast and crew in a production environment and follow thru in post-production and distribution of a broadcast quality video project.  Ability to write and edit scripts.  Ability to effectively communicate ideas, and to teach individuals and groups how to use complex computer software/hardware and audiovisual equipment.  Ability to be technically proficient, work independently, and to set priorities and meet deadlines.  Ability to utilize constantly changing techniques, software and highly complex equipment in an effort to keep up with the state of the art, and to quickly adapt to ever increasing job responsibilities.

    We are seeking a Senior Network/System Engineer to help design and rollout an IP based broadcast/TV system.

    Work site location and Zip Code: This position will split time between Gaithersburg, MD, 20879 (up to 60%) and Washington, DC, 20003 (about 40%). 

    The Senior Network Engineer provides technical expertise, strategic planning, and recommendations for new technologies and network applications for use in the design and development of IP-based television and multi-cast video distribution systems for US Navy ships.

    Job Description

    OMNITEC Solutions (http://www.omnitecinc.com) has an immediate employment opportunity for a Network Administrator/Engineer with specific experience administering a IT networks designed for high-end/high volume AV and Broadcast production needs.

    The network infrastructure is based on CISCO 7700 switches and provides the transport mechanism for audio, video and control signals throughout a Broadcast and AV facility. 

    This Engineer will also function as a "Liaison" and shall participate in discussions and meetings between the AV design team, the client IT and Network teams, and the End-User representatives to provide guidance and advice on key network characteristics.

    Job Duties / Responsibilities

    1. Performs system administration duties for the IT infrastructure used in a large scale audiovisual and event production facility. The CISCO-based network handles audio and video transport for eight AV/Broadcast control rooms, 23 event venues (conference rooms, meeting halls, etc.), and the facility data center. Systems include but are not limited to ingest, file based editing and distribution, media asset management, webcasting, IPTV, IP audio distribution, SNMP monitoring and quality assurance, KVM, intercom, post production workstations, etc. Monitors network performance, installs and tests network upgrades, manages network security, and maintains addressing schemes. Identifies sources of IT problems that affect AV system performance and provide technical expertise to resolve problems, including equipment interface, network latency, network addressing, and signal flow problems. 

    2. Works closely with the Audiovisual and the IT Departments to ensure that audiovisual systems function correctly. Provides technical expertise in the field of audiovisual and videoconference systems, encompassing all related disciplines such as operational system support, troubleshooting, monitoring, performance tuning, and documentation. Analyzes and rectifies network faults relating to audiovisual and IT equipment, networks and systems. Minimizes loss of service by rapidly identifying and implementing alternative methods of service provision.

    3. Provides system administration for a network-based audio/video asset storage devices (Edit Share). Ensures storage is accessible to all authorized users across the network. Troubleshoots and repairs IT-based hardware, software and network technology systems that provide broadcast and AV service. Works with the in-house IT department on common network interfaces across the enterprise. Assists with IT security to ensure compliance or risk mitigation. 

    4. Installs, repairs, tests and troubleshoots equipment as needed, in order to keep systems functional. Coordinates and manages the repair of equipment with outside service personnel and authorized manufacturer service centers.

    5. Maintain broadcast/AV workstations and servers. Provide necessary upgrades, patches, security vulnerability updates, and preventative maintenance as necessary to reduce risk to assets. Monitor disk health and validate backups for all systems. Provide recommendations for improving services and reducing overall risks or expenditures where able.

    6. Document AV network infrastructure and assets utilizing traditional and online tools (servicenow). Develop and document VLAN assignments, IP addressing schemes, and define services for broadcast/AV assets. Identify and document device/service dependencies.

    7. Develop and maintain service level agreements and maintenance contracts for broadcast/AV core services and equipment manufacturers as required. Prepare quarterly updates to be included in management forecasts.

    8. Monitors service level indicators of equipment using both traditional and online tools and provides guidance for those working with the equipment on a daily basis. Evaluates equipment condition and usability and recommends lifecycle replacement. Recommends upgrades to infrastructure, including replacement of systems and equipment to meet service level agreements.

    9. Occasionally performs duties outside of regular business hours, evenings and sometimes weekends as workload demands. 

    10. Other duties as assigned.

    Required Skills

    1. BSEE desired with a minimum of 5 years related engineering work experience; or ten or more years work experience with a combination of specialized training in the broadcast and IT systems. CTS certification highly desirable. 

    2. Knowledge of state-of-the industry audiovisual and broadcast equipment, tools, standards, and procedures used in first class conference centers. Ability to read schematics and signal flow diagrams. 

    3. Knowledge of Microsoft Exchange and Group Policy, Active Directory & enterprise management strategies. Familiarity with RTMP, H.264, Flash, Silverlight and related protocols. Experience configuring multi-cast and unicast protocols. Strong analytical and troubleshooting skills.

    4. Proficient in cable termination techniques and standards to include but not limited to coax, UTP, serial, analog audio etc. Understanding of LAN/WAN hardware and software for switches, hubs, routers, bridges, modems, multiplexors, and point-to-point data circuits via copper and fiber for audio and video.

    5. Desirable certifications include: Microsoft Certified System Engineer (MCSE); Microsoft Certified System Administrator (MCSA); Cisco Certified Network Associate (CCNA).

    6. Excellent interpersonal and communication skills, to include the ability to interface directly with customers and resolve complex service problems; good writing and documentation skills; strong computer skills in a Windows environment with standard MS Office applications and the ability to learn other specialized software; and work experience in a multicultural environment. 

    7. Strong analytical and organizational skills with the ability to prioritize, manage, evaluate, and schedule work in a busy environment. Demonstrated ability to work independently.

    8. Pass a Minimal Background Investigation/MBI;

    - Crestron and AMX control systems experience desirable;

    We seek mid to senior expert level personnel, who can work independently and who can provide expert repair and maintenance of broadcast-quality cameras, switchers, routers, audio and conference A/V equipment. The ideal candidate will also be able to select emerging technology for future system enhancements, and can do preliminary design efforts.

    Duties and Responsibilities

    1. Works closely with the Chief Engineer providing technical repair and maintenance of broadcast, multimedia and AV systems. Specific areas of expertise include video and audio connectivity, projection, touch screen control systems (Crestron etc.), DSP, conference microphone systems, fixed and ENG cameras, switchers, robotics, digital recording technologies etc. This includes the use of advanced test equipment, and performing signal analysis and equipment adjustments.
    2. Repairs or finds immediate “work around” solutions to equipment/system failures to ensure successful event/meeting start.
    3. Develops and maintains the preventative and periodic maintenance programs ensuring periodic maintenance is performed in accordance with manufacturers’ recommendations. Tracks maintenance actions, equipment status and equipment inventory using available tracking software tools.
    4. Maintains the database of broadcast and AV equipment inventory and documentation and service manuals related to installation work for diagnostic reference, repairs, obsolescence and future upgrades.
    5. Trains operational staff on systems operations, new equipment features, and other related technical matters. Makes recommendations for operational process improvements and possible equipment replacement alternatives.
    6. Familiar with CAD drawings of room/control booths so as to Proof reads technical drawings in advance of integration to confirm functionality and efficiency of signal path configuration.
    7. Serves as “line” technician during large scale events to rapidly troubleshoot and resolve problem issues.
    8. Required to occasionally perform duties when necessary outside regular duty hours, and occasionally for special events during evenings and weekends.
    9. Other duties as assigned.

    Qualifications

    1. A Bachelor degree with a minimum of five years related technical work experience in a lead role is preferred however practical relevant work experience will be considered. Knowledge of Crestron, Biamp and similar automation equipment in an AV environment is highly desirable.
    2. Excellent oral, written, and interpersonal communication skills. Strong computer skills in a Windows environment with standard MS Office applications and the ability to learn other specialized software.
    3. Good writing and documentations skills; associated experience with CAD programs is highly desired. Familiarity with tracking maintenance actions and equipment inventory in databases is required. Ability to read and interpret schematics, signal flow diagrams, and construction drawings.
    4. Ability to prioritize, manage, and evaluate work in a busy and dynamic environment. Demonstrated capabilities for innovative thinking to introduce new concepts and approaches to solving technical problems.
    5. In-depth knowledge of state-of-the industry audio visual, multimedia, and videoconferencing systems/equipment used in best-in-class conference centers. Extensive knowledge of digital audio and video production workflow, video transmission standards and systems, digital asset management systems, IP network-based file management, and production tools such as cameras, mixers, monitors, editing systems, etc., with the ability to correctly setup and diagnose problems with such equipment.

    Helpful Skills:

    1. Any associated experience with CAD/Auto CADD programs and drawings is highly desired.

    Revolution Agency is seeking an experienced graphics editors to join our creative team located in Alexandria, VA. Candidates must have advanced knowledge of Adobe After Effects, Photoshop, Premiere and Avid or Final Cut. Candidate must be local to the Washington, D.C. Metro Area. Applicants need to have the ability to work under demanding deadlines. Previous experience editing for broadcast, a good eye for design and a willingness to work on-site are a must. An understanding Flash and Web Design is a plus, but not essential. Local applicants only please.
